經歷

Chris Buckridge is an independent consultant, analyst, and commentator in the Internet governance and digital policy space. He worked for more than two decades with Regional Internet Registries, starting with the Asia Pacific Network Information Centre in 2003, before joining the Réseaux IP Européens Network Coordination Centre (RIPE NCC) in 2006. During his tenure at the RIPE NCC, he helped develop the organization's engagement in public policy and Internet governance, working closely with institutions including the International Telecommunication Union, the OECD, and the United Nations.

In 2015, Chris served a member of the Australian government delegation to the WSIS+10 review. Since 2016, he has served as a member of the EuroDIG Association Board, and has been actively engaged in national and regional Internet governance initiatives across the RIPE NCC service region (Europe, the Middle East, and Central Asia) and beyond. In 2021, he was appointed to the Multistakeholder Advisory Group or MAG of the United Nations Internet Governance Forum, where he will complete his third and final one-year term in 2024. Chris holds a Bachelor of Arts from the University of Queensland in Australia.

Jia Rong is an experienced senior leader in the Internet technology industry.

Prior to joining APNIC, Jia Rong established ICANN’s Asia Pacific regional office, where he spearheaded ICANN’s globalization strategy and oversaw its operations in the region as Managing Director – Asia Pacific.

During his 11-year tenure with ICANN, Jia Rong contributed significantly to the Asia Pacific Internet community and established key partnerships with Internet community stakeholders, government bodies, and regional institutions. Jia Rong also served on the Public Technical Identifiers (PTI) Board of Directors.

Prior to joining ICANN, Jia Rong served at Singbridge International, a Singapore government-linked company specializing in sustainable urban development projects. A former diplomat, Jia Rong worked for Singapore’s Ministry of Foreign Affairs and served as First Secretary (Political) at the Singapore Embassy in Hanoi, Viet Nam.

Jia Rong graduated with a Bachelor of Communications Studies at Singapore’s Nanyang Technological University. He also holds a Diploma in International Trade Law from WTO in Geneva, Switzerland.

Jia Rong speaks English, Chinese (Mandarin), and Vietnamese.

APNIC Senior Advisor, Strategic Engagement

經歷

Joyce Chen is APNIC’s Senior Advisor for Strategic Engagement. She is responsible for managing key relationships with stakeholders such as governments, intergovernmental organisations, and the wider Asia Pacific Internet community. Joyce is also involved in expanding APNIC’s capacity development and outreach efforts.

Joyce is active in public policy discussions at the local, regional, and global platforms. She is passionate about Internet access and development, as well as finding opportunities for interdisciplinary cooperation and partnerships. Joyce serves on the IGF Support Association (IGFSA) Executive Committee. She is a member of the Asia Pacific Regional Internet Governance Forum (APrIGF) Multistakeholder Steering Group (MSG), the Global Forum on Cyber Expertise (GFCE), and APAC Cyber Policy Network (APCEN).

Prior to APNIC, Joyce worked in ICANN as the Senior Manager (APAC) for Global Stakeholder Engagement. Her engagement work with the multistakeholder APAC community helped to further the global cause of ensuring an interoperable, secure, and stable Internet.

經歷

Since 2012, Justine Chew has actively contributed to ICANN’s policy development processes, working on various working groups focused on domain name management. She served as Vice-Chair of the GNSO Expedited Policy Development Process (EPDP) on Internationalized Domain Names (IDNs) from 2021 to 2023, and in November 2023, she was appointed as Vice-Chair and Member of the ICANN At-Large Advisory Committee (ALAC). She has also been ALAC Liaison to the GNSO since October 2021, strengthening collaboration between ICANN’s advisory and policy-making bodies.

Currently, Justine is a practicing lawyer in Kuala Lumpur, balancing her work in law with ongoing contributions to internet governance. She is particularly focused on global domain name policy, digital inclusion, and the intersection of law and technology. In addition to her professional commitments, she is an advocate for environmental and cultural heritage preservation, actively participating in organizations such as Badan Warisan Malaysia and the Free Tree Society Kuala Lumpur.

Akamai Technologies Principal Network Architect

經歷

Kams Yeung is a Principal Network Architect at Akamai Technologies, the world’s largest CDN. Kams has responsibilities primarily covering peering, routed interconnections and capacity planning. Kams is a 16-year veteran of the Internet industry and an international network engineering, operations and data center professional. He has served as an infrastructure team member during APRICOT-APAN 2011. Before Akamai, Kams was Product Manager at Equinix, and Senior Manager, IP Engineering at Pacnet.

He’s a regular supporter of APRICOT, APNIC, APF, and other industry community gatherings.

Stakeholder Engagement Senior Manager – APAC, ICANN 

經歷

Yien Chyn is currently a Stakeholder Engagement Manager at ICANN. She engages with the community in the Asia Pacific (APAC) region and facilitates their participation in ICANN’s multistakeholder Internet governance discussions.

Yien Chyn joined ICANN in May 2016. Prior to her current role, she was with ICANN’s Contractual Compliance Team.

Yien Chyn graduated with an Honours Degree in Economics from the National University of Singapore, and is CCEP-I (Certified Compliance & Ethics Professional- International) certified.
